Body Worn Camera Redations-FOIA- SAFE-T-ACT-DPPA
COURSE DESCRIPTION: 8 hours of interactive discussions and scenario-based exercises.
The course begins with a baseline redaction audit and moves through technical instruction on
the Body Camera Act and the Driver’s Privacy Protection Act (DPPA). Students will apply these
tools in tabletop exercises involving residential privacy traps and traffic stop recordings,
culminating in a self-comparison of their redaction skills.
GOALS: The Goals of the Course are as follows:
• Understand the "Review Trap" under the Body Camera Act and how to utilize
"Amendatory Reports" to protect officer credibility.
• Identify the legal distinction between 10-20(b)(1) privacy consent and (b)(2) public
disclosure mandates.
• Recognize federal liability risks associated with the Driver’s Privacy Protection Act
(DPPA).
• Implement a "FOIA-Ready" mindset during investigations to reduce administrative labor.
• Apply a standardized "Decision Tree" to evaluate third-party FOIA requests from civil
attorneys.
