High Risk Traffic Stops Instructor
PURPOSE OF COURSE: A three day course to enable instructor candidates to conduct in-service level training for their agency on high risk [felony] traffic stops and develop scenario based training modules on related subject matter. A major emphasis of this course is to cultivate individual teaching skills for practical programs of instruction that are relevant to the size, scope and capabilities of the home agency.

COURSE DESCRIPTION: The training covers a comprehensive set of skills for patrol level instructor candidates. The course begins in the classroom with an introductory session that covers legal concerns on use of force, 4th amendment and Safe-T-Act. Next is a block of instruction on fundamental tactics and technique to be employed during the remainder of training. This also includes responsibilities and task for the primary and assistant instructors during activity based training with specific safety protocols.
The remainder of day one involves activity based training to conduct high risk traffic stops in a semi-static format using two to five vehicles. Training is divided into topic specific modules based on the number of responding officers. Methodology and rationale is discussed using student role players and responding officers moving into position from a staging area. At the conclusion of each module, instructor candidates conduct teach back situation based mini-scenario exercises.
Day two begins with a continuation on student teach backs on three and two car response tactics. Instructor candidates hone their teaching skills with repetition. Evaluation critiques become more stringent. The afternoon is instructor led demonstration on how to conduct scenario based training for traffic stops. Safety, sequencing, and control measure are presented along with briefing role players with boundary lines and parameters. Students participate in several instructor led scenarios to gain perspective. Training moves to the classroom with a presentation on how to construct a traffic stop based scenario and write a lesson plan format for enhanced effectiveness and liability reduction. Working in a two person team, students develop a short scenario using the format presented.
Day three involves student teaching teams conducting traffic stop scenarios based on their written lesson plan. Remaining student act as role player officers and suspects to provide feedback on the scenario from the end-user viewpoint. Two to three scenarios per team are allowed. The instructor also evaluates the scenario and instructors’ performance. Peer feedback is included to gain perspective on the effectiveness of training. Two versions of each scenario are conducted with the students changing roles as primary and assistance instructor.

- Successfully completes 2 of 3 graded student teach backs on primary and assistant instructor roles.
- Final graded student teaching exercise on scenario based block of instruction with combined evaluation of peers and instructor course pass/fail.
