ICS 400

Course Title: ICS 400 – Advanced Incident Command System for Command and General Staff

Course Description:

The ICS 400 course provides advanced training for senior personnel expected to perform in a management capacity in complex incidents. This course builds on the concepts of ICS 100, 200, and 300, focusing on large-scale, multi-agency, or multi-jurisdictional incidents that require the application of Unified Command and Area Command.

Through a mix of classroom instruction, group activities, and scenario-based exercises, participants will examine the roles and responsibilities of the Command and General Staff during major operations, understand the complexities of interagency coordination, and learn how to implement effective incident management strategies within the ICS framework.

Target Audience:
Senior personnel who are expected to serve in a command or general staff position during large, complex incidents, including:

  • Incident Commanders

  • Command Staff (PIO, Safety, Liaison)

  • Section Chiefs (Operations, Planning, Logistics, Finance/Admin)

  • Emergency management directors

  • Department heads or agency executives involved in incident support or coordination

Course Objectives:

  • Describe how the National Incident Management System (NIMS) Command and Management component supports the management of expanding incidents.

  • Describe the application of Unified Command in a multi-jurisdictional or multi-agency incident.

  • Discuss the roles and responsibilities of the Incident Command and General Staff in a complex incident.

  • Identify the use of Area Command and the responsibilities of the Area Commander.

  • Demonstrate critical thinking and decision-making skills through a complex incident simulation.

  • ICS 100: Introduction to the Incident Command System

  • ICS 200: Basic ICS for Initial Response

  • ICS 300: Intermediate ICS for Expanding Incidents

  • IS-700: NIMS, An Introduction

  • IS-800: National Response Framework (NRF), An Introduction
